Referral Detail Improvements for
Self-Service Records
Referral receivers now see a more intuitive,
simplified view when working with Self-Service
referrals in the ICJ Tech Tool:

Clean, single contact panel (instead of
the old multi-panel layout).

Only the information clients consented to
share becomes visible.

New Referral ID added for easier
cross-reference and support.

Design preserves a familiar ICJ layout
while accounting for new data rules.
These updates help agencies work with
Self-Service referrals confidently while
staying aligned with consent requirements and
privacy best practices.
Bounce-back alerts now notify
multiple admins if outreach emails fail,
helping agencies know right away when a client
needs a different form of contact.
Two major items that were previously in the
planning stage have now moved into active
development:

Houston Food Bank
HFB is now being set up as an official service
partner within the ICJ ecosystem, expanding
visibility for food assistance programs online
and in referral pathways.
Coalition for the Homeless
Work continues toward deeper data
connectivity, supporting a more holistic view
of client needs across housing, homelessness,
and stability networks.
Together, these partnerships move Houston
toward a more unified care infrastructure—one
where families seeking help for food, housing,
employment, or long-term stability benefit
from agencies working together, not
separately.

As we approach a new year, the progress made
this fall represents more than technical
updates. It reflects a maturing system built
on trust, collaboration, and shared purpose.
