Welcome to the UWGH Data Collaboration Newsletter. This newsletter features an ICJ impact moment; approvals and updates provided during the November governing body meeting; a recap and navigator impressions from the ICJ Tech Tool trainings; and reminders for data collaborative onboarding for cohorts 2 and 3.

ICJ Impact Moment
Since the beginning of ICJ soft launch in September to December 8, 2022, 63% of individuals referred to navigation are ready for the journey!
82 agency staff representing 19 partner agencies actively use the ICJ Tech Tool.
Recap from November 2022’s Governing Body Meeting
The ICJ Governing Body met in November to continue its work as the main decision-making mechanism for the ICJ Data Collaboration.
The November 2022 meeting included updates on ICJ data governance, ICJ tech tool and general business related to the Data Sharing Agreement (DSA) and vulnerable populations definition.
The ICJ data charter has been updated with the following procedures previously approved by the Governing Body:
- Interim Voting Procedure
- Interim Member & Proxy Turnover Procedure
- ICJ Charter Change Management Procedure
- Suspension of Meetings Procedure
Vulnerable Populations definition will be added to the Charter in Appendix C. Attachments.
The deliverables for the Minimum Viable Product (MVP) phase of the ICJ Tech Tool will be complete by end of December 2022 and additional ICJ tech tool training will take place in January and February 2023 as it is rolled out to additional funded partner organizations.
UWGH walked through the Data Sharing Agreement (DSA), including the Privacy Policy and the language surrounding consent. The Governing Body will review and provide feedback on the DSA and consent language.
Due to the holiday season, the December Governing Body meeting will be replaced with a written update. The next meeting of the Governing Body will take place on January 18, 2023.
What Are Governance Workgroups?
The governing body of the ICJ Data Collaboration is supported by short-term, time-bound, topical, ad hoc governance workgroups. They are formed by the Governing Body as needed to research and make recommendations on specific topics or issues the Governing Body intends to make a decision about. Governance workgroups are a key aspect of the governance framework. There are two types of workgroups:
- Governance Recommendations Workgroup (GRW):
The workgroup provides a recommendation to the Governing Body on a topic designed to be decided by the Governing Body. The Governing Body might accept, reject, or request further information from the workgroup.
- Technical Requirements Gathering Workgroup (TRGW):
The workgroup provides input on behalf of the ICJ members to the technical vendor. The champion of the workgroup reports the work done to the Governing Body.
Governance workgroups are championed by a governing body member and typically made up of a mix of existing governing body members and subject matter experts from funded partners, technical or data service providers, and key stakeholders. There are two governance workgroups that will kick-off in January 2023:
- Governance Recommendations Workgroup (GRW):
How and under what circumstances should the ICJ data collaboration engage with research? (Exploration of Potential Research Questions or Projects)
- Technical Requirements Gathering Workgroup (TRGW):

Recap of ICJ Tech Tool Training
The ICJ Tech Tool launched on October 31st! We want to thank PCIC and everyone who has been a part of this process. United Way and PCIC led Navigators in training on the ICJ Tech Tool before launch. PCIC walked Navigators through the platform and then they got the chance to explore the platform and begin adding clients to the journey. We are so excited about the tool but take it from the Navigators:
We have more training scheduled for our funded partners in January and February 2023. More information to come later in the month! We are excited for the next step of utilization and expansion into our network of funded partners.
Update on ICJ Tech Tool Training
As the full launch of the ICJ tech tool approaches, PCIC has made considerable progress on its development and customization. Over the past 2 months, PCIC has trained the Navigators on the major functional areas of the platform - from gauging client-readiness and intake, to administering the Self-Sufficiency and Well-Being (SSWB) matrix, documenting client goals, vision planning, and sending referrals accordingly. PCIC’s data team has also been working with the governing body agencies to understand how to optimize interoperability between their existing case management systems and the ICJ tech tool.
The features from this milestone are being integrated in preparation for the full launch in early 2023, and will include the following:
- Household Integration - connecting client records to other enrolled clients or individuals who would benefit from a singular referral
- Visits & Tracking - documenting touchpoints with clients to understand their progress
- Notification Modularity - providing customization to the frequency and nature of notifications sent to a client’s care team
- Resource Management Capabilities - providing simple tools to keep agency information and statuses up to date
- Manager Views - allowing managers to achieve an overview of progress across all interventions from their agency
These features represent critical functions to keep resource information current, provide navigators with tools to thoroughly document clients’ interactions, remain informed of upcoming tasks, and allow managers to assess the efficacy of their agency’s interventions.
With the rollout of these features, the platform is now capable of catering to all facets of the ICJ between client interactions, refreshing data, and assessing outcomes at the individual and organizational levels. Stay tuned for more updates on this innovative platform post-launch!
Reminders for 2nd & 3rd Cohort
Cohort 2 is almost complete. They are in the process of signing the Commitment of Participation letter to join the ICJ Data Collaboration. Thank you to all who have already signed the letter. We look forward to wrapping up the Cohort 2 onboarding by the end of December.
The 3rd Cohort will begin onboarding into the ICJ Data Collaboration from January–March 2023. Please be on the lookout for an email with your initial onboarding information in December.
